Thoughts on current working system of work safety

A working system of safety production,which is fitting practical characteristics,setting scientifically and reasonably,defining responsibility and right clearly,and operating smoothly and effectively,is the foundation and premise of playing the role of all parties and doing safety work well together.In this paper,from the basic connotation of safety production working system,the working system of safety production under national conditions characteristics in different period of China was reviewed.The current national conditions characteristics and working system situation of safety production were analyzed.Some viewpoints were pointed out,such as the supervision and management was a contradiction,exercising two functions by same department was unreasonable,and it should be separated.The national supervision function was not suitable for dispersion and should be concentrated,so as to reduce the enforcement cost and enterprise burden.The role of intermediary organization,non-governmental organization(NGO) and the fourth right-media should be strengthened.The new thoughts on current working system of safety production were presented.
