Empirical Study for Government Safety Supervision and Law Enforcement Effectiveness Promotion——Taking 16 Enterprises in Hunan Suing two Safety Supervision Bureaus as an Example

Safe production of Twelfth Five-Year Plan puts forward to achieve fundamental improvement in the safety situation by 2020,which stressed the need to create the security of fireworks industry work,and puts forward to complete the production of fireworks standardization system by 2013.In this article,based on the present situation of safety management in China,through the analysis of 16 companies in Hunan suing tertiary safety supervision bureau,we can conclude that the personnel quality of those who work in China's current safety supervising team should be enhanced urgently,supervision and management is ill-defined,supervision subject and production enterprises lacks communication.At the same time,with drawing lessons from foreign safety supervising construction experience,we put forward to the method such as strengthening safety management team ability construction,giving the regulatory powers to grassroots safety supervision teams,dividing the implementation of the supervision and management,strengthening the supervision of main body and production enterprise communication and promoting the standardized construction safety management,etc.The results of the study have the certain reference significance on perfecting the government safety supervision system,improving the effectiveness of law enforcement supervision,and ensuring the safety in production.
