Humanism Is the Essential Concept of Western Part Development

It is the development concept of humanism that human is the leading force in economic development. The ecomomic development can be realized through enhancing people's quality. Economic development concept of humanism is a prerequiste and basis for western part economy development. And its contents are:reduction of the population, enhancement of people's quality; decreasing the population in the countryside, reorganizing the living way of farmers; and changing people's way of thinking. And we propose that the development of qualified personnel resource in western part should be strengthened, that people's way of thinking should be changed,that social insurance system should be established and improved and that sustainable development strategy should be carried out in western part.
