Construction of Land Use Planning System in China

The purpose of the study is to make systematic analysis to problems in current land use planning system and make suggestions for improvement. Methods of documentation and comparison were employed.A complete planning system is composed of legal framework, administration system and plan-making system. The paper makes the following proposals:(1) to construct five-level legal framework as “Land Administration Law”, “Land Use Planning Law”,“Regulation for Drawing up Land Use Plan”, technical standards and local regulations;(2) to form transparent administrative system of land use planning; (3) to set up four levels of planning system as comprehensive planning, planning for specific purposes, control-oriented detailed planning and detailed planning. It is concluded that the construction of land use planning system is a systematic project and fundamental work. The current planning system is not perfect and needs improving.
