Design of operational management system of water resources based on spot market and options market:the case of water resources management in the east route of South to North Water Diversion

Referring the theory of supply chain contract and finance options,spot market and options market are applied in the water resources operation and management system of the east route of South to North Water Diversion.Water options is introduced to the operational management as a supplement for water right exchange on the spot market,realizing high efficiency of water resources utilization in a communication and coordination way.The market environment of the management system of water resources operation and management of the east route of South to North Water diversion is analyzed to lay a foundation for the implementation of exchange of water right and water options.The structure of operational management system of water resources of the east route is established and the organization structure of water right and water option is analyzed;therefore,the participation subject of the exchange of water right and water option is analyzed.It is expected to provide the theory and technique foundation for water resources management in the east route of South to North Water Diversion.
