At present our country is in economic transition period, this period mental consciousness for the law of coal enterprise has certain particularity, in view of the current problems such as imperfect legal system of coal mining enterprises in our country, this article suggested in coal mine enterprise legislation, following the formation of the legal culture mechanism, effectively guarantee the safety of coal mining enterprises in our country the influence of the rule of law.
