For sustainable development of agriculture, and for supplying enough food to the enormous population of 1.6 billion in the 21st century, it is necessary to extend widely water saving techniques, and to improve significantly use coefficient and use efficiency of Irrigation water. Based on full analysis on potentials in all aspects in water saving irrigation area, this paper discusses, in details, the ways of developing water saving Irrigation Agriculture in China.
