Abstract
As an important part of civil rights, the right in the know has got attention of the society and the government, but has not definitely been confirmed as a basic right in the Constitution. In everyday life it is often ignored. So the lack of the right to know has been an obstacle to the development of Chinese political civilization. The author tries to make a research into the function of the system of the right in the know and the law angle of its construction.
