Thinkings of "The Right to Know"

As a fruit of development of democracy,the connection between Right to Knowand people is becoming more and more tight.So it becomes more and more important in the present legal system. This article tries to reorginize the traditional conception of Right to Know,and presents two constitutional rights of the right to know and the right to know admistration .To further the discussion which focuses on the conflict among the right to know,the right to know admistration and the right to privacy,I propose the correspording priciple and solution to the problem.
