Abstract
In the end of the Qing Dynasty and the early Republic of China, Russians, disregarding China's sovereignty, illegally naturalized Chinese in Xinjiang, which violates the nationality jurisdiction Chinese government has over its citizens. It was a flagrant violation of international laws and an transgression act disregarding Chinese laws. Such practice brought about nationality confusion and social turbulence in Xinjiang, which seriously influenced Xinjiang's political stability and China's national security.
