Abstract
Although the policy of conforming to local customs and circumstances was adopted,the characteristics of the structure of the traditional legal institutions of China all without exception was manifested itself through the policy and specific system of the Qing Dynasty's government in Xinjiang.That's because the Qing Dynasty's government was supported on the basis of the Confucianists and the traditional legal institutions.
