Abstract
The long duration of compiling urban master plan has affected the seriousness and scientificness of the plan. This paper from the per-spective of public policies analyzes the work stages of master planning. It reveals that the making of mas-ter plan takes too long time and the time for each stage is imbalanced. At last, it discusses the measures to optimize the master plan compilation from the aspects of contents and institution.
