Abstract

The paper puts forward the problems existed in urban master plan and special environmental planning. That is highly value urban master plan and lightly value environmental planning, first urban master plan and second environmental planning. The paper puts forward methods and ways to be settled based on master plan of eco-safety, planning EIA system and technical innovation of environmental planning.
