And the necessity and urgency of teaching reform were discussed. Then, it was expounded that the ideological concept of physical education in colleges and universities should be changed. They must have eyes not only on the students' health in school, but also have the students' future health in mind. Attention should not be paid much to the participation of competitions outside schools. Fitness physical education facing all students should be emphasized. The PE teaching should be changed from simply teaching biology and sports technique to the comprehensive education of knowledge, consciousness, competence, habits as well as physical and mental qualities. Finally, the thinking for physical education reform, combining teaching with competence cultivation in colleges and universities in the 21st century was discussed.
