Abstract

The author holds that modern higher education administration system must comply with both the principles of higher education and the principles of market economy,so he thinks that the essence of reforming our higher education administration system is the transformation of its resources(i.e. human resources, financial resources and material resources) allocation mode.By introducing market system in a comprehensive way,we should be able to free our higher education from the hindrance of the traditional planned resources allocation mode, and gradually establish a 'composite'market allocation mode that fits in with our socialist market economy system, that is ,one that is based on market allocation mode, and is complemented with appropriate government adjustment and control.
