Abstract

The essay studies advantages and deficiencies in terms of efficiency and fairness of the present mode of financial allocation for government-funded higher education institutions,characterized with the model of Basic Expenditure and Projects Budget.It envisions the reform of the existing mode of allocation,namely,efficiency-based and bidding allocation.
