Abstract
Changing from the planning mechanism to the market mechanism and from the elite phase to the popular phase,China's higher education has many shortcomings in the allocation of higher education financial resources.Effectively improving the efficiency and effect of higher education financial resources allocation and enhancing the economic efficiency and social efficiency of higher education need to strengthen the budget of college resources allocation and increase the university autonomy of the allocation and speed up the implementation of the chief accountant system in university so as to ensure the sustainable development of China's higher education.
