A Discussion on Land Requisition by Purchase

Land expropriation is a serious problem in land system of China which has not yet been appropriately solved.Based on a clear definition of the scope of public benefit,this paper puts forward the idea of land requisition by purchase system and sets up an elementary land requisition by purchase system.The paper also analyzes the advantages of land requisition by purchase and considers land requisition by purchase one of the methods to solve the problem of legally bringing collective land into land market and setting up a rural land market so as to solve the problem of city and country duality to a certain extent.The paper suggests corresponding countermeasures for establishing land requisition by purchase system.
