Deepening the Theoretical Understanding of the Transformation of the Development Pattern

The transformation of the development pattern as a vital strategic task put forward in the 17th National Congress of the CPC meets the urgent requirements for sound economic development and potentials accumulation as well as the necessary choice on the basis of grasping the law of development.To ensure sound and rapid development growth,we must follow both our law of development and universal economic law of all societies.The laws are as follows:keeping to the unified rule of rapid development with high quality and benefit;maintaining a basic equilibrium in social supply and demand to avoid over-fluctuation;proceeding in compliance with the laws cooperating economic development,population,resources and environment;grasping the law concerning introduction,absorption and improvement of innovative ability through scientific progress and labor qualities;carrying out economic gradient process and balanced development among regions;and highlighting human-oriented principle to improve living standards.These laws indicates the transformation of economic growth methods covers more meanings than change of economic development pattern,focusing more on reform of economic structure and its internal improvement in a wider and more comprehensive scope as well as more on unified planning and cooperated development.Therefore,to implement the system engineering of the transformation,we must grasp the key works,in seven aspects of changes:from quantity-intensive to quality-intensive growth,from external to internal extension,from speed to efficient pursuit,from high-consumption to resource-efficient development,from linear to recycled economy,from reserved to innovative thinking,and from government-guided to market-oriented transformation.
