Abstract
Making a rational judgment of degrees of farmland conversion in provincial level will bring farmland protection policies into action efficiently in China. Therefore,in this paper,we explored a method to comment and judge the degrees of farmland conversion based on the correlation between farmland conversion and economic growth. With that method we studied the degrees of farmland conversion in provinces in China from 1999 to 2002.The results showed that even if the degree of farmland conversion was totally proper in nationwide, there existed farmland over-conversion and delayed-conversion in the provincial level. So we should enforce a tight land supplying policy upon the provinces of which farmland conversion were over and an easy one upon the provinces of which farmland conversion were delayed. If that can be done,we will control the farmland conversion without stopping the normal economic growth.
