The construction of harmonious society is a grand systemic engineering,which needs the public participation in legislation.And it means establishing the Rule of Law.Legislation is the prerequisite and basis for the rule of law in modern society,now it is the main legislative goal that the groups with different interests can coexist peacefully.To realize the harmonious legislation depends on the legislator's democratic spirit and lies in the public participation in legislation.China has embarked on a road of gradual and sustainable development compatible with its legislative practice and reforms of the times.We are working hard to make the public participation in legislation improved effectively in the stable social environment.
