Abstract

This paper discusses the necessity and importance of the public participation in construction of harmonious society from the two aspects of theoretical requirement and practical need. Analyses show that the following problems restrict the further development of public participation in public policy-making: lack of mutual trust between public and government, shortage of mechanisms for public participation and weak awareness of systematization of public participation. Therefore, this paper puts forward that it is necessary to promote public participation in public policy-making and create conditions for the construction of harmonious society through changing traditional concept of policy-making, perfecting legal systems, establishing effective mechanisms.
