Abstract

In late Qing dynasty,Yuan Shikai exercised Zhili governor powers and responsibilities,and vigorously implemented the New Deal.To provide teachers for new schools,Yuan initiated to set up normal education.Since then,normal education in Zhili in the late Qing had made agreat breakthrough,and was ahead of other provinces.This paper mainly discusses the causes,measurements and significance of Yuan setting up modern normal education.
