Abstract

The essence of open education is everyone is entitled to receive education,not only the open to the teaching object ,the more important is the open of educational concept,resoures and process.Open education can be carried with distance education as well as face to face education,but relatively open education is more applicable.Modern distance and open education is the combination of Modern distance education and open education.Our aim is to set up sinicism modernl open universities as soon as possible.
