Abstract

Open University is a new type university which optimizes many education resources without institutes of higher learning,including higher vocational education,distance open education,self-learning examination education,adult college entrance examination education,and community education,etc.The basic sense of the new type university is distance open.The upcoming Modern Distance Open Education Law can fully regulate the Open University,and the Open University will definitely be the centre of the Modern Distance Open Education Law.
