Abstract
The purpose of establishing institution of modern university is to deal with the relationship between university and government and society;relationship in politics on campus,administration,academy and democratic rights;thus forming a legal system and running mechanism of modern university.The brief analysis combined with experience of university reform and reality is the theoretical exploration and practice based on reformation of personnel system and connotation system.
