Abstract

Unbalanced allocation of basic education resources makes the vulnerable group's children cannot receive a good basic education.In order to safeguard the fairness of basic education,local governments should pay attention to the interaction of housing system reform between the basic education systems in urban planning ans in process of security housing construction.The purpose is to safeguard the fairness and efficiency of basic education by policy and market means.
