A Study of Timing and Sequence Design of Deregulation Reform of China’s Natural Monopoly Industries

Deregulation is an important trend of the reform of China’s natural monopoly industries.Deregulation reform requires some breakthrough at the right time in stages,and it is subject to some rigid constraints that the net gains of the reform should be greater than the social cost to compensate the damaged interest groups.Similarly,the sequence design for the reform is also very important,different choice of reform sequence will result in different reform result.The deregulation reform of China’s natural monopoly industries can adopt the reform strategy of easier part first,and it should be carried out in stages.
