Abstract

Deregulation is the important trend of natural monopoly industry reform in China.But this reform is not favorably.The reform will bring different impact to different interest group.This paper studies the impact of deregulation reform on nation,regulator,regulated firm and consumer and their strategic reaction.The analysis finds that game can't promote the reform.So it need the government to build a mechanism to implement the reform.
