Abstract
With the practice of the national 2011 project,new requirements to talent cultivation,discipline construction and research ability in universities are raised.Scientific research management in Colleges and universities is the key to implement the important link to explore actively in the relation of talent,discipline and research.,so as to promote effectively the 2011 project in the thought,mechanism and system innovation.
