Second it is established the system of ecological civilization construction in the status of the overall deployment comprehensively deepen reform,put forwardmust be established a complete system of ecological civilization institution,using system to protect the ecological environment. Third it is to enrich the content of the construction of ecological civilization system, the resources property rights and use control, ecological line, paid use, ecological compensation system,management system and rich content to the ecological civilization system. To establish a complete system of ecological civilization institution,is not only the important content of comprehensively deepen reform,it is the central task of strengthening the construction of ecological civilization,is very important.
