Abstract
Since Meiji Reform (1868), every Japanese government unswervingly holds that education is the foundation of a state, and it has become fine tradition of Japan that whole nation including local governments and people always attach importance to development of education. During every developing period of Japan's modernization, each Japanese government persists in developing education first and continuously reform educational system. In order to make it fit in with needs of economic and social development. It has a significant influence on Japan's universal education, national qualities raising, competitive abilities of labor force, speeding of national modernization and achieving of its global strategy. China should gain a lot of enlightenment from experience of Japanese educational modernization.
