Thinking over a Morals of Officials and Its Construction

Morals of officials (namely morals of cadres of administration and the Communist Party) both can be defined from the level of professional ethics, and can be grasped from the level of roles' ethics. It has a characteristic of political ethics and a connotation of administration ethics. In modern society of ruling by law, morals of officials is a moral way of controlling, it doesn't lose its role for the construction and strengthening of law system that is restricting powers, it still is an important mechanism by which guarantees officials to use correctly powers and realize responsibilities of politics and administration.
