Abstract
Public failure is an important concept in the theory of public choice.Upon analysis of government failure,this article points out that government failure is mainly caused by a lack of competition and motivation as well as low efficiency.Based on the experience of China's government restructuring campaign since the opening-up,China has set the goal to build service-oriented governments that will improve administrative efficiency and avoid government failure.
