Abstract

This paper analyses the operating states of state--owned capital in Tangshan city.According to existing issues,it puts forword the principles that construction of operating system of state-owned capital submit to and expound the countruction of the basic frame of operating system of state-owned capital in terms of the three rank orders:management commission for state-owned capital,authorizing operating mechnisms for state-owned capital,and investing enterprises of state-owned capital.
