Abstract

Mineral resources have limits and are never recovered through their circulation,so it is important to take a scientific management.This paper illustrates the present two mineral resources management systems,land ownership system and mineral resources ownership system,expands the present status of mineral resources management system,analyzes the emerging issues and the worsening contradiction between mineral development and management under the existing mineral resources ownership,and presents some suggestions that mineral resources management system shall have more forms and incorporate land ownership system and mineral resources ownership system.
