Abstract

The overall revitalization of old industrial bases and the construction of the 'Five Points,One Line' coastal economic belt in Liaoning Province,China is inseparable from technological innovation,so as technological transformation of traditional industry and the construction of new industrial bases,in which technology talents serve a key role.This paper identifies the problems of technology talents in Liaoning Province,China according to its current situation,and builds a set of applicable scientific and effective cultivating system of technology talents based on these problems.
