Development of Social Welfare and Construction of Chinese Harmonious Society

This paper argues that it is of great significance to clarify the inaccurate opinions on social welfare as well as to enable it to play its active role.In constructing Chinese harmonious society,great attention should be paid to deepening the system reform in initial distribution,regulating distribution order,building healthy social security system in the field of redistribution including the development of social welfare work.During the Eleventh Five-year Plan and before 2020,there should be a medium-level development in Chinese social welfare work.Therefore,more welfare items should be devised and more financial capital invested.
