The domestic scholars have many more in-depth research on deliberative democracy,but with the development of practice,there are two problems that need further research:the first is under the new situation,accurate positioning of the deliberative democracy becomes more and more important;the second is to have a clear understanding of the problem happened during practicing deliberative democracy. Deliberative democracy of socialism is proven to be an important part of the people's democracy. The 18th CPC National Congress required perfecting the socialist democratic consultation system. Researching issues related to deliberative democracy has important significance to better the practice of deliberative democracy.
