On the Constitution Revision Model

The constitution is expected to remain stable and also to be revised. The authority of constitution is established upon the unity of its stability and adaptability, and the selection of constitution revision model is one of the efforts to coordinate the relationship between stability and adaptability. The contemporary world witnesses three models of constitution revision: complete rewriting of constitution, constitution amendment and constitutional statute. The three models are different from each other in procedure, mode and method with different value orientations. At present, the model of constitutional amendment is adopted in China, yet with the lack of a clear theoretical understanding, imperfection is inevitable. Further improvement is called for in this respect under the guidance of constitutional revision theory.
