Abstract
Recycling pattern of economic development means developing economy on the basis of incessantly recycling use of material resource. It is a completely new model which can meet the strategic needs of sustainable development. Its main principles can be specified as: to reduce the amount of the resource utilized and the waste discharged,to implement in a great effort the recycling utilization of material resource,and to reuse the waste. This is the well known 3 R law. Establishing the new model of recycling economy necessitates that some knotty problems must be resolved both theoretically and practically and certain effective measures be taken in order to give solution to the issue of deficient resource and environmental pollution,and fulfill a sustainable development of economy and society.
