Heilongjiang Province is of great importance in North-East Area in china.This article analyzed the industrial structure in Heilongjiang Province and bring forward the point of view that Heilongjiang province should develop green agriculture and equipment manufacture to the full through practicing the theory of divide of labor in different area and Policy Type Economy with good grounds and moderately in the process of economic development,and bring forward that government should reform and change its function so that can boost economy developing deeply in Heilongjiang Province.
