On the Policies Towards Western Regions by Emperor Guangwu in the Han Dynasty

Abstract

In the early years upon the founding of the Eastern Han Dynasty,all the states in Western Regions constantly requested the Eastern Han regime to appoint a Western Regions’ governor(title of the highest adminis-trative commanding officer in border area),which was rejected by Emperor Guangwu,ending up with laisez-aller.The reign without ruling policy stems from the problems within Western Regions and the Eastern Han Dynasty,as well as the contradictory relationship of Western Regions,the Hun and the Eastern Han Dynasty,which was a more sensible choice based on actualities.Although the policy to Western Regions by Emperor Guangwu was con-servative,it exerted and affected to a certain extent such aspects as politics,military affairs and economy in the early years of the Western Han Dynasty,which could not be denied in a simplistic way.
