Abstract

In Eastern Han Dynasty, such ethnic groups as Xiongnu, Qiang, Xianbei, Wuhuan and Man posed a great threat to Han's administration. Influenced by the idea of conciliation, Emperor Guangwu adopted a series of political, military, economic and diplomatic policies and measures and relaxed the administration crisis caused by minority problems. Although Emperor Guangwu's policies are absolutely necessary to the prosperity of Han Dynasty, they have negative effects owing to his conservativeness.
