Abstract
19 areas and counties' community health service carried on the management of the separating the income and expenditure in Shanghai were surveyed.Advantages and disadvantages in aspects of management frame and institutional design were analyzed.Suggestions such as to set special community health service management institutes directly belonging to district health bureau and to implement finance accounting appointment system in community health center.
