Farm Land Expropriation:A Review from the Perspective of Administration by Law

At present,unlawful administration in farm land expropriation mainly involves unlawful approval and unlawful implementation after lawful approval.It results in serious consequences: the abuse of land expropriation right by administrative organs,severe rent seeking,corruption,dramatic decrease in cultivated land,apparent contradiction between people and land,deteriorating ecological environment,abrupt rise in land-lost farmers,and rapid growth in cases of visitors from the localities appealing to the higher authorities.Therefore,it is imperative to strengthen administration by law,and the available path choices include: transforming conception of expropriation and enhancing awareness of expropriation by law;improving farm land expropriation system;strengthening legal procedures for expropriation;and improving law enforcement and severely punishing by law those involved in unlawful administration.
