Abstract
The assignment of intergovernmental funds and the division of educational authority not being symmetrical,the educational funds in the framework of payout at the third level education is severely maladjusted,which results in the conspicuous lacking of outlay in compulsory education.Meanwhile,with the broadening of regional economic gap,and with the push of dispartmental reformation in management system of basic education,the diversity is on the rise in the input of compulsory educational expenditure among different regions.So we must upgrade the communal investment of compulsory education,strengthen the responsibility of central and provincial government in compulsory education and carry out the strategy of intergovernmental transfer payment system of compulsory education in order to ensure the precedence and harmonious development of compulsory education.
