Study on the deviation and its reasons between employment structure and industrial structure in Liaoning Province

In view of high deviation between employment structure and industrial structure in Liaoning province,this paper evaluates the degree of deviation between employment structure and industrial structure in Liaoning province from 1978 to 2007 by using empirical analysis,and concludes the main causes are the economic system inertia,capital-intensive dominating,low-technology by comparing with Beijing and Shanghai.Finally,the paper proposes some relevant policy suggestions,such as breaking the urban-rural dual economic structure,adhering to the scientific concept of development,promoting the second industry upgrading and fostering new industries and so on.
