Abstract
As a special legal phenomenon,administrative normative documents have its historical origin and realistic rationality.However,with the deepening of administrative legalization,the limitations of its theory and practice have become increasingly obvious and it needs legalization.In all,the key to the legalization of the administrative normative documents lies in theoretical innovation,legislation reform,and supervision improvement.
