The Route Choice of Civil Servant System Innovation in China

The Civil Servant System is the fundamental personnel system of our government. With the development and progress of the society, our country's current Civil Servant System exposes its shortcomings and defect gradually. The western countries reform their Civil Servant Systems under the New Public Management. The methods include: delegate power to the lower levels; cancel restriction; elastic management; performance appraise and so on. As a developing country with its own special conditions, we should be aware and make the right choice when we learn from the western countries' experience to reform our civil servant system.
